Liberty Resources seeks a Vice President to join our team and play a key role in driving innovation, efficiency, and compliance across our organization. This role will focus on technology, quality (QA/QI), Compliance, and people. This role is a strategic partner to Executive Leadership and is critical in ensuring that the organization's administrative functions are aligned with its strategic objectives and that operational processes are efficient, compliant, and supportive of overall organizational success.

The functions of this role include:

INFORMATION TECHNOLOGY (IT)

  • In concert with the IT Directors, oversee all aspects of an organization's IT infrastructure, Business Intelligence, Health Information Technology, and other systems and strategies.
  • Provide oversight in developing and executing the organization's IT strategy in alignment with overall business objectives.
  • Formulate long-term plans to leverage technology effectively to support the company's growth and competitiveness.
  • Facilitate the organization's EHR strategy in alignment with its overall goals and objectives. This involves assessing the organization's current EHR needs, capabilities, and infrastructure and evaluating emerging technologies and industry trends.
  • Develop and lead IT Project Prioritization Committee to effectively manage team resources and meet business need
  • Collaborate with other senior leaders, clinicians, and IT professionals to define requirements, select appropriate EHR systems, and develop implementation plans.
  • Oversee the deployment and integration of EHR systems and ensure the optimization and usability of EHR systems to enhance patient care, efficiency, and outcomes.
  • Lead initiatives to streamline workflows, customize EHR configurations, and implement best practices for data entry and documentation.
  • Assess the organization's data needs, capabilities, and technology infrastructure to determine the most effective BI solutions.
  • Work with the Director of Business Intelligence to support and promote data governance across the organization.
  • Define KPIs and metrics in concert with Divisional VP. to measure the success of BI initiatives and ensure alignment with overall business performance goals.
  • Work with the Director of Business Intelligence to collect, process, and analyze data from various sources to uncover trends, patterns, and opportunities. Provide direction to design data visualization tools, dashboards, and reports that communicate insights effectively to stakeholders across the organization.
  • Oversee the implementation, maintenance, and security of IT systems, networks, and infrastructure to ensure reliability, availability, and performance.
  • Manage IT budgets, vendor relationships, and compliance with relevant regulations and standards.
  • Aide in the implementation of  IT service management processes, such as ITIL, to ensure that IT services meet the needs of the organization and its stakeholders.
  • Engage stakeholders early in the process to ensure their buy-in and support for the new IT policies. Encourage feedback and participation from stakeholders throughout the implementation process to ensure a smooth transition and successful adoption of the new systems.

QUALITY

  • Develop and implement a comprehensive quality strategy aligned with the organization's goals and objectives. This includes defining quality standards, policies, and procedures to ensure products or services meet or exceed customer expectations.
  • Oversee the establishment of quality metrics and key performance indicators (KPIs) to measure and monitor quality performance across the organization.
  • Lead efforts to drive continuous improvement throughout the organization. Identify areas for improvement in processes, systems, and products/services, and implement initiatives to enhance quality, efficiency, and effectiveness.
  • Deploy quality management methodologies and foster a culture of continuous learning and innovation among employees to achieve operational excellence.
  • Drive performance improvement for quality metrics and processes, including activities related to National Committee for Quality Assurance (NCQA) Accreditation and Healthcare Effectiveness Data and Information Set (HEDIS) performance.

CORPORATE COMPLIANCE

  • Function as Corporate Compliance Officer related to all Regulatory Bodies
  • Ensure that the organization operates within legal and regulatory frameworks, implementing policies and procedures to mitigate risks of non-compliance with laws and regulations relevant to the industry.
  • Foster a culture of integrity and ethical behavior within the company, developing and implementing programs to educate employees on standards and provide guidance on ethical dilemmas that may arise in business operations.
  • In coordination with the Quality Assurance/Improvement department, oversee investigations, follow-up, and, as applicable, resolutions, including developing and implementing corrective action plans and improvement initiatives for all compliance-related issues.
  • Develop and oversee internal and external audit procedures to monitor and detect misconduct or noncompliance, in collaboration with the quality assurance/quality improvement department.
  • Convene and lead the Agency’s Corporate Compliance Committee

HUMAN RESOURCES

  • Work with the Director of HR to ensure that HR initiatives support the organization's strategic goals and priorities in workforce planning, talent acquisition, retention, and development.
  • Ensure the development of HR policies, programs, and practices that promote fair treatment, respect, and trust among employees, including employee communications, conflict resolution processes, and feedback mechanisms to address concerns and improve workplace satisfaction.
  • Foster a positive organizational culture that values diversity, equity, and inclusion.

 Qualifications:

  • Education: A Master's degree in a relevant field, such as business administration, healthcare, quality management, or a related discipline, is strongly preferred.
  • Experience: Extensive experience in quality management, IT management, process improvement, and leadership roles is crucial. This should include at least 10 years of progressively responsible roles in quality assurance and improvement, information technology, or related areas. Experience in regulatory compliance, quality standards (e.g., ISO, Six Sigma, Lean), and risk management is highly valued.
  • Leadership Skills: Strong leadership abilities are essential to effectively leading and inspiring teams, driving organizational change, and fostering a culture of quality excellence. Experience in managing cross-functional teams, developing talent, and influencing stakeholders at all levels of the organization is critical.
  • Strategic Vision: This person must be competent to develop and implement a strategic vision for quality management aligned with the organization's goals and objectives.
  • Regulatory Knowledge: This person should understand regulatory requirements and compliance standards in New York State, preferably in a healthcare environment.
  • Analytical Skills: Strong analytical and problem-solving skills are necessary for identifying root causes of quality issues, analyzing data to drive decision-making, and measuring the effectiveness of quality initiatives.
  • Communication Skills: Effective communication skills, both verbal and written, are critical to articulate strategies, engage stakeholders, and drive alignment across the organization.
  • Integrity and Ethics: Given the critical role of ensuring product and service quality, this person must demonstrate high levels of integrity, ethics, and professionalism.

 

Salary: $125,000 - $165,000
