Director of Human Resources, Environmental Safety and Staff Development
Summary:
Overall administration and oversight of the human resources function for the agency. Provides HR support for agency leaders, managers and employees on organizational and employee matters. Consults with others in the agency on employee issues, HR policies and procedures and other HR activities. Offer seasoned expertise to multiple programs and departments and support employees across all counties and functions. Serves as environmental safety officer as well as ensures that appropriate and adequate training is available and provided to all staff according to agency requirements and goals.

Requirements:
- Bachelor’s degree in Business Administration or related field required
- Five years Human Resources Generalist experience plus one year management experience required
- Strong knowledge of as well as proper administration and application of FMLA, COBRA, ADAAA, EEOC and worker’s compensation laws
- PHR, SPHR, SHRM-CP or SHRM-SCP certification preferred
- Adept written and verbal communication skills at the executive level
- Strong business acumen, interpersonal and leadership skills
- Commitment to ethical practices and cultural awareness
- Demonstrated ability to analyze and resolve problems
- Demonstrated ability to lead programs/projects
- Ability to document, plan, market and execute programs
- Must be available to work long hours as needed and respond to the occasional after hours or weekend staff or facility need
- Travel is primarily local during the business day, although some out of the area day travel and infrequent overnight travel may be required
- Regularly stands, walks, sits and drives for work. Uses hands to handle objects, tools or controls; reach with hands and arms; may balance, stoop, kneel, crouch, talk and hear. Employee must occasionally lift or move up to 20 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
Responsibilities:
- Manages and coordinates HR department, including staff of employees, contractors and interns
- Supervises recruitment function of agency and ensures that agency recruits and retains a diverse workforce to meet the needs of the organization
- Coaches and counsels managers on employee performance matters
- Advises staff on personnel policy administration and HR issues
- Ensures that quality staff training and development programs are available to assist staff and managers accomplish agency, personal and professional goals
- Ensures that compensation and performance management processes are designed and executed to align and maximize employee performance with the goals of the organization
- Maintain a positive, values-based work environment committed to the mission of the agency
- Administer HR policy and programs effectively and efficiently, while maintaining internal customer satisfaction and meeting budget constraints
- Lead the environmental safety committee and ensure that worksites are safe for clients and employees
- Responsible for effective administration of agency workers compensation and FMLA program
- Ensure compliance with all applicable local, state and federal employment laws
- Oversee EEO-1 reporting, OFCCP compliance and AA plan development and implementation
- Oversee maintenance of electronic personnel records
- Ensures appropriate compliance of HR functions with accrediting agency standards
- Directly responsible for physician and nurse practitioner recruitment, including facilitation of J-1 waiver and H1-B paperwork with agency immigration attorney as needed
